How An Offshore Program Starts
Offshoring fails when the new supplier treats the transfer as a fresh quote instead of a controlled program migration. We run it as a staged handoff: drawing closure and DFM first, a sample on the intended cell, then production with the customs and origin file built before the first commercial shipment.
