The Problem Is No Longer Just Unit Price.
For US buyers, the lowest Shenzhen unit price is rarely the lowest landed cost once customs, forced-labor compliance, customer risk scoring, and supply-chain resilience are included. Many connectorized cable assemblies and wire-harness programs enter under HTS 8544.42 or adjacent 8544 headings. When the article is Chinese-origin, the Section 301 Chapter 99 layer can add a China-specific surcharge on top of the normal HTS duty. For a harness program that renews quarterly, that tariff line becomes a recurring cost center rather than a one-time disruption.
UFLPA adds a separate risk category. The rebuttable presumption applies to goods mined, produced, or manufactured wholly or in part in Xinjiang or by listed entities. A China-based supply chain forces the importer to maintain traceability deep enough to satisfy detention review if CBP challenges the entry. Even when a supplier is clean, the documentation burden and customer perception risk can be disproportionate for low-visibility items such as copper wire, insulation, terminals, cable jackets, and sub-tier connector resin.

Sample on the production cell
