US China+1 / Tariff-Resilient Manufacturing
A non-China, tariff-resilient manufacturing partner in Cavite, Philippines for wire harness, cable assembly, and box build — built for US OEMs reducing China-origin Section 301 exposure with a documented, UFLPA-aware alternate origin. Built for US OEMs that need a China-alternative, tariff-resilient EMS partner with a documented non-China production origin, English-language support, and Section 301 / UFLPA-aware sourcing.

Why China+1 Now
Tariff-Resilient Origin, Not Just A Lower Quote.
For US buyers, China+1 is now as much a tariff and compliance decision as a resilience one. China-origin electronics assemblies can carry Section 301 surcharges on top of the base duty, and UFLPA — which targets goods linked to forced labor in the Xinjiang region or to entities on the UFLPA list, not every China-origin shipment — has raised the supply-chain-traceability bar for affected sourcing. A documented non-China production origin helps with both: when Philippine origin is established under the applicable rules, the affected lines fall outside the China Section 301 target, and it gives compliance a traceable, China-alternative source.
XUDONG's China+1 program runs from its own Cavite, Philippines plant — not a brokered third-party factory and not a transshipment point. The production, final assembly, test, packing, and export documentation are performed in the Philippines, which gives US procurement a defensible origin file: commercial invoice, packing list, PEZA export record, BOM and supplier traceability, and Philippine certificate-of-origin support. Whether that origin changes the duty owed depends on the HTS classification and the current US duty treatment, which your licensed customs broker confirms at entry — we provide the origin evidence, not the duty determination.
The point of China+1 is resilience and tariff exposure reduction without a quality reset. The sample is made on the same Cavite cell as production, with the same crimp tooling, inspection gates, and operator training, so reshoring away from China does not mean a fresh quality risk.
Origin Documentation, Done Properly
Philippine certificate-of-origin support, PEZA export records, and BOM / supplier traceability so your customs broker and compliance team can evaluate Section 301 exposure and UFLPA admissibility on real records — not a marketing claim.
English-Language Engineering Desk
US engineering, quality, and procurement teams work directly in English with the Cavite desk — RFQ replies, DFM notes, work instructions, and audit calls are handled in English without an extra relay layer.
Lead Time & Logistics To The US
Cavite ships to the US by air and ocean freight through standard forwarders, with the PEZA export record, commercial invoice, packing list, and Philippine certificate-of-origin support your customs broker needs. We do not file your entry or set duty rates — your broker confirms the HTS classification and current duty treatment.
Comparison
China-Origin Sourcing vs XUDONG Cavite (China+1)
For US buyers the China+1 decision is about Section 301 exposure, UFLPA documentation, and concentration risk. The Cavite program keeps the parts of Asian sourcing that work while moving origin off China.
| Decision Factor | China-origin / single-source sourcing | XUDONG · Cavite |
|---|---|---|
| Section 301 exposure | China-origin assemblies are exposed to Section 301 surcharges on the affected HTS lines. | When Philippine origin is established under the applicable rules, the affected lines fall outside the China Section 301 target; your broker confirms the resulting duty treatment. |
| UFLPA / supply-chain documentation | China-linked supply chain raises UFLPA documentation burden with limited supplier traceability. | BOM and supplier traceability supporting a documented, UFLPA-aware non-China supply chain (legal admissibility stays with your counsel). |
| Origin documentation | China COO and invoice only; no alternate-origin file exists. | Philippine COO support: invoice, packing list, PEZA export record, and BOM traceability. |
| Engineering depth | Switching away from China can mean losing tooling and connector leverage. | Cavite retains group tooling and connector-sourcing depth behind a Philippine production origin. |
| Tariff & origin exposure for US buyers | China-origin shipments are exposed to Section 301 surcharges on the affected HTS lines, and a single China source has no documented alternate origin. | When Philippine origin is established under the applicable rules, the affected lines fall outside the China Section 301 target, giving US procurement a documented, UFLPA-aware alternate source — with the HTS classification and duty rate confirmed by your customs broker. |
Program Process
How A Program Starts
The fastest way to qualify an overseas supplier is to make the first week concrete: drawing review, engineering questions, sample plan, quality documentation, and export assumptions. That is how we structure the kickoff.
01
Send drawings, BOM, photos, or a sample
DXF, PDF, harness-board photos, connector list, annual volume, target lead time, and required documentation are enough for the first review. A mutual NDA can be signed before drawing transfer.
02
Free DFM and material review
Cavite engineering checks connector availability, crimp tooling, fixture-board need, cable jacket, test requirements, and any overmold or backshell tooling. The first reply includes NPI, pilot, and production pricing.
03
Sample on the production cell
The first article is built on the intended Cavite production cell. Cross-section photos, pull-force logs, continuity, HiPot, and dimensional checks ship with the sample.
04
Pilot lot and control-plan lock
Pilot production validates operator cycle time, fixture repeatability, connector supply, packing method, and inspection sampling. The control plan is locked only after pilot defects and customer comments are closed.
05
Production plus export package
Commercial shipments include the PEZA export record, certificate-of-origin support, invoice, packing list, and traceability records your customs broker or freight forwarder needs.
Capability Stack
Capability Behind The Transfer
This is not a sourcing office forwarding work elsewhere. The Cavite floor runs the equipment, operators, quality records, and export process needed to take over wire-harness, cable-assembly, and box-build programs without resetting the engineering standard.
Wire harness production
Fixture-board routing, branched and waterproof harnesses, high-voltage cable, and per-leg labeling.
Cable assembly production
Coax, power, signal, Ethernet, shielded, robot-flex, and overmolded assemblies with full test plans.
Box build & integration
Connectorized subassemblies, control-box integration, panel wiring, and final test.
Quality documentation
IATF 16949 discipline, IPC/WHMA-A-620 Class 3, PPAP, FAI, FMEA, control plans, and MSA records.
Export & origin support
Commercial invoice, packing list, PEZA export documentation, origin certificate support, and lot-level traceability.
Connector & overmold depth
Brand-authorized connector sourcing and in-house overmold tooling support for transfer programs.
Facility
One Philippines Floor, Group Engineering Behind It.
The Cavite plant sits inside the broader XUDONG group footprint, which spans tooling, mold engineering, and connector sourcing across Asia. That gives the Philippines floor engineering depth and supplier leverage while keeping production origin, labor base, export process, and customer-facing communication Philippines-based.
For a transfer program that balance is the point: close enough to the Asian tooling and connector network to retain engineering leverage, but with a real non-China production origin and an English-speaking interface for overseas buyers.

Certifications & Records
Audit Pack Before Production.
The certificate list is only the front page. For active programs, the real audit pack includes control plans, calibration records, operator training, material declarations, inspection logs, and origin-support documentation tied to the shipment.
